About the team:

The BlueLabs Civic Technology practice revolutionizes the way government agencies use data to streamline operations, interact with citizens, and react to their biggest challenges. Our team develops deep expertise within the areas our clients care about most, then builds data analytics systems that create impact at scale. We work closely with internal government innovation groups, and build on the analytics methodology pioneered in e-commerce, advocacy, politics, and consumer finance.

This role orchestrates BlueLabs’ work supporting a program whose mission is to help ensure that millions of consumers receive information they need through personalized emails, text messages, and phone calls to enroll in health insurance through a large federal program. The team also leads a number of reporting efforts to best tell the story of the program’s successes and opportunities to our partners in government, especially within the Centers for Medicare & Medicaid Services (CMS).

About the role:

The Associate Director of Civic Tech will be responsible for leading project teams that execute government contract work. This person will determine the overall direction of the work, providing strategic guidance and counsel to both agency clients and subcontracting partners, and developing the long-term vision for the program. The Associate Director, Civic Tech will oversee a cross-functional team of data analysts, data scientists, and project and program managers to drive high-impact results for millions of Americans. The ideal candidate has experience coaching, developing, and mentoring both technical and non-technical staff and proven success building and nurturing client and partner relationships.

In this position you will:

  • Partner with the Director of Civic Tech, Programs to develop and implement the broad vision and strategy for assigned projects, specifically around programmatic growth, infrastructure development, outcomes improvement, and planning for long-term market and policy trends
  • Serve as the primary point of contact for BlueLabs’ engagements with client government agency representatives and partner organizations, ensuring that BlueLabs’ interests and goals are properly represented in interactions with clients
  • Directly manage up to 5 Program Managers and provide ongoing mentorship, coaching, and guidance on their professional development
  • Build and nurture relationships with new and existing clients and partner organizations and identify opportunities to upgrade existing services and products
  • Coordinate with prime and subcontracting partner organizations to drive program goals and outcomes for clients
  • Gather and report relevant information, observed trends, and program delivery progress to help clients better address and answer key questions and drive decision-making
  • Provide thought leadership and develop and implement standards for project teams consisting of data analysts, data scientists, and engineers
  • Oversee and coordinate cross-functional resource allocation, project assignments, contractual requirements and negotiations, federal audits, and other related communications

What we are seeking:

  • Bachelor's degree in a quantitative or related field
  • 3-5+ years’ experience in consulting and/or working with external partners, stakeholders, and clients, preferably in the public sector, technology, healthcare, and/or consumer engagement services
  • Experience staffing, managing, and developing multi-functional teams and leads
  • Ability to understand client, business, and project requirements and translate them into actionable outcomes and plans
  • Experience working with technical teams with the ability to understand, synthesize, and communicate technical information and requirements
  • Proven track record of building and nurturing client and partner relationships; an established network of contacts within the government, public sector, technology, and/or healthcare a plus
  • Tolerance for ambiguity with the ability to juggle multiple projects with multiple competing priorities, deliverables, and deadlines
  • Strong business and financial acumen; experience allocating resources to ensure the successful completion of client projects
  • Excellent written and verbal communication skills with the ability to communicate concise, impactful, and data-informed stories to both internal and external stakeholders
  • Demonstrated ability to create and deliver client-facing material; ability to synthesize and communicate data and technical information to a wide variety of audiences
  • Experience with direct response outreach (phone, email, SMS) technologies as well as developing communications and outreach strategies a plus
  • The ability to successfully attain and maintain a Federal Public Trust background investigation that our government clients require; this includes a requirement that the individual has U.S. Citizenship or U.S. residency for three of the past five years.
